The Licensing Tiers, Ranked by Player Protection
Tier 1: UK Gambling Commission (UKGC)
The strictest regulator in the world. UKGC-licensed casinos must ring-fence player funds, participate in the GAMSTOP self-exclusion scheme, run affordability and financial-risk checks, and follow tight advertising rules. Tier 2: Malta Gaming Authority (MGA)
The premier pan-European regulator. MGA-licensed casinos must ring-fence player funds and offer dispute resolution through the MGA. Strong, though a step below UKGC on affordability and self-exclusion enforcement. The MGA is the workhorse license for casinos serving Europe and the grey markets. Tier 3: Curacao eGaming
The most common crypto casino license, and the weakest of the major frameworks. In December 2024, Curacao restructured its regime under the new National Ordinance on Games of Chance (the LOK), with the Curacao Gaming Authority now issuing licenses directly. The reform aims to tighten standards, but Curacao remains the framework where players have the least recourse.
Tier 4: State of Anjouan and other micro-jurisdictions
Smaller licensing bodies used by newer or smaller operators. Weaker still than Curacao. Jacks Club holds an Anjouan license with a Curacao license pending. Treat these as the lowest tier of regulatory assurance.
Why the License Matters: Two 2025 Cautionary Tales
Two recent events show licensing is not abstract. BC.Game surrendered its Curacao license in December 2024 after a bankruptcy ruling, leaving its regulatory status in limbo. Stake surrendered its UK white-label license in March 2025 after a UKGC review, meaning UK players lost access and recourse overnight. In both cases, the license status changed faster than the casino's marketing did. The lesson: a license is a live status, not a permanent badge.
How to Verify a Casino License Yourself
Never take a casino's word for its license. Verify it in three steps:
- Find the license number in the casino's footer. A legitimate casino displays it.
- Go to the regulator's official public register directly (search "UKGC public register" or "MGA licensee register"), not a link the casino provides.
- Search the license number or operator name and confirm the license is active, covers online casino games, and matches the company actually operating the site.
If the license number is missing, does not appear on the regulator's register, or is held by a different company than the one running the site, walk away.
What License Should You Look For?
